■ Business Overview and Background

ArkEdge Space is a space infrastructure company that provides end-to-end capabilities across the satellite lifecycle, from the planning, design, manufacturing, launch, and operation of microsatellites to the utilization of satellite data. In addition to Earth observation and satellite IoT/VDES, we are developing new space infrastructure that integrates multiple satellite and ground systems, including non-terrestrial networks (NTN), optical communications, Low Earth Orbit Positioning, Navigation, and Timing (LEO-PNT), and lunar navigation and communications.

Realizing new types of satellite constellations, including LEO-PNT, requires more than obtaining radio licenses for satellites and ground stations. It is also essential to establish an international regulatory framework that enables access to the spectrum required for these services. This involves advancing rulemaking at forums such as the World Radiocommunication Conference (WRC) and the ITU Radiocommunication Sector (ITU-R), coordinating spectrum use with national administrations and satellite operators, and engaging with policymakers in Japan and overseas, all in close alignment with technology development and business strategy.

In this position, you will draw on your knowledge of radio engineering to lead discussions with national governments, international organizations, telecommunications and satellite operators, and research institutions. You will develop and execute the international spectrum strategy required for our satellite businesses. We are seeking a senior-level professional capable of leading not only individual coordination matters but also medium- to long-term international rulemaking initiatives.

■ Key Responsibilities

As the person responsible for, or a core member of, our international spectrum strategy supporting our satellite constellation businesses, you will:

  • Develop medium- to long-term spectrum and international rulemaking strategies for LEO-PNT, NTN, optical satellite communications constellations, and other systems
  • Establish roadmaps for agenda-setting, proposals, and negotiations, taking into account WRC and ITU-R processes as well as national regulatory processes
  • Build relationships with telecommunication regulatory bodies of Japan, foreign administrations, satellite operators, industry associations, and other stakeholders, and lead international consultations
  • Facilitate the development of company-wide positions and support decision-making across engineering, business, and executive teams
  • Manage internal team members and external experts engaged in spectrum coordination
  • Identify business risks arising from international regulatory and technological developments and provide recommendations to senior management
■ Specific Duties
  • International rulemaking activities at WRC, ITU-R, APT, and relevant national and regional forums:
    • Develop proposals for new agenda items and regulatory frameworks to enable new uses of spectrum
    • Develop proposals for, and coordinate with, Japan's Ministry of Internal Affairs and Communications and equivalent telecommunication regulatory bodies in other countries
    • Draft and review contributions, draft resolutions and recommendations, meeting reports, agreements, and other relevant documents
    • Lead discussions, structure key issues, and facilitate consensus-building in working groups and other forums
  • Engagement in national policy and regulatory processes:
    • Develop positions and submit comments for advisory councils, public consultations, hearings, and similar processes
    • Brief and engage government agencies, industry associations, research institutions, and partner companies
    • Build coalitions with countries and operators that share common interests
  • International frequency coordination for satellite networks:
    • Lead bilateral and multilateral discussions with national administrations, satellite operators, and terrestrial system operators
    • Evaluate assumptions for interference analyses, protection criteria, operating conditions, and interference mitigation measures
    • Negotiate and finalize coordination agreements, operational arrangements, and other agreements
  • Strategic management of satellite network filings and registrations with the ITU:
    • Develop plans covering frequency filings, international coordination, and bringing assignments into use
    • Coordinate with notifying administrations and specialist organizations in Japan and overseas
    • Maintain filings, manage regulatory deadlines, and safeguard spectrum rights
  • Collaboration with satellite and communications system engineering teams:
    • Define requirements relating to frequency, orbit, transmit power, antenna characteristics, and service coverage
    • Translate interference analysis results into system design and operational requirements
    • Propose technical and business options that take international regulatory constraints into account
  • Support the development of strategies for domestic radio licensing and coordination; license application procedures are handled by a separate department
  • Attend international meetings and travel overseas as required

  • Practical experience in at least one of the following areas:
    • International frequency coordination
    • Rulemaking in spectrum or telecommunications policy
    • International standardization or rulemaking through ITU-R, WRC, or similar forums
    • Government-to-industry or operator-to-operator negotiations in satellite or wireless communications
  • Basic understanding of the ITU Radio Regulations and the WRC and ITU-R processes
  • Fundamental knowledge of radio engineering, including link design, link budgets, radio propagation, antennas, and interference analysis
  • Ability to structure complex issues and build consensus among government agencies, operators, engineers, and other stakeholders with differing interests
  • Ability to integrate technical, regulatory, and business requirements into medium- to long-term negotiation strategies
  • Ability to participate in meetings, negotiate, deliver presentations, and prepare documents in English
  • Project management experience involving multiple stakeholders and parallel workstreams

  • Practical experience with advance publication, coordination, notification, or recording under the ITU Radio Regulations
  • Experience negotiating coordination agreements or operational arrangements with national administrations or overseas satellite and telecommunications operators
  • Knowledge of spectrum regulations and technical standards applicable to satellite services such as RNSS, MSS, FSS, EESS, and ISS
  • Knowledge of satellite navigation or satellite communications
  • Practical experience conducting sharing and interference analyses using parameters such as PFD, EPFD, C/I, and I/N
  • Experience using Visualyse, STK, SatMaster, or other radio-frequency or satellite analysis tools
  • Team or project management experience
  • Radio operator licence or other related professional qualifications
  • Ability to coordinate with government agencies and internal stakeholders and prepare documents in Japanese

給与

Expected annual salary: approximately JPY 9 million to JPY 12 million
※ Final compensation will be determined based on the candidate's skills, experience, and expected responsibilities.
※ Compensation above this range may be offered to candidates with extensive international negotiation experience, leadership experience at international conferences, or organizational management experience.
※ Overtime compensation will be paid separately.
