ROLE OVERVIEW
The Global Senior Human Resources Administrator (Senior Admin) is responsible for overseeing the full scope of local HR and administrative functions, with a strong emphasis on C&B compliance, labor relations, and expatriate support across the Vietnam office and providing administrative support to smaller regional offices.
RESPONSIBILITIES
1. Compensation & Benefits / Payroll Management
- Payroll Administration:
- Collect, verify, and process monthly payroll inputs (attendance, commissions, deductions, etc.) for staff in Vietnam and minor regional offices (<10 members).
- Liaise with vendors and Accounting to ensure timely, accurate monthly payroll processing.
- Statutory Compliance (SHUI & PIT):
- Manage all procedures for Social Insurance, Health Insurance, and Unemployment Insurance (SHUI) and ensure compliance.
- Coordinate with third-party vendors for quarterly PIT declarations and manage the annual PIT finalization for all eligible staff.
2. Labor Relations & Policy Compliance
- Contract and Personnel File Management:
- Draft, issue, and manage all employment contracts (new hires, renewals, amendments).
- Maintain secure, confidential, and up-to-date employee personnel files (hard copy and digital).
- Regulatory & Policy Support:
- Prepare and submit all required periodic labor reports to local government authorities.
- Assist HR in localizing and implementing global policies, and facilitate internal communication on policy compliance.
3. Expatriate Administration
- Initiate, track, and manage all procedures for obtaining, renewing, and canceling Visa and Work Permits for expats.
- Supervise junior staff on execution and liaise with government/legal agencies to ensure all documentation is up to date.
- Coordinate the full cycle of expat accommodation, including sourcing properties, lease negotiation, setup, and ongoing maintenance.
4. Office and Administrative Supervision (Admin Manager Pipeline):
- Supervise junior admin staff, delegating tasks for office maintenance, supplies, travel, and general administrative support.
- Oversee overall office management, proactively ensuring a safe, smooth, functional, and productive working environment.
REQUIREMENTS
Essential Qualifications
- Minimum of 4 years of experience in an HR Administration or Admin role, with practical knowledge and expertise on C&B/Payroll management in Vietnam.
- Required expert knowledge of Vietnamese Labor Law, SHUI, PIT, and required labor reporting to local authorities.
- Proven experience managing Work Permit and Visa procedures for expatriate staff.
- Fluency in both Vietnamese and English (written and spoken).
- Prior experience managing a small team or supporting multiple small entities or regional offices is a plus.
- Bachelor's degree, preferably in HR, Business Administration, Accounting, Law, or a related field.
